About Us VCI Artists is a make-up and hair artist agency based out of Houston, TX. Owner and Founder, Victoria Callaway, has more than twenty years of experience in the makeup and hair industry. After realizing that her client base had grown over the years, she decided to search for artists who would work just as hard as her to make sure that her client’s needs were met.
